Housing Counseling Program

The Housing Counseling Program is designed to serve Homebuyers, Homeowners, and Renters. The overall objective is to provide housing counseling services, including increasing the participation of first-time home buyers and families and individuals eligible for or assisted under home buying, home ownership, or rental housing programs regardless of the source of the program. This includes enabling these persons to make prudent and responsible use of the programs by helping eligible home buyers obtain affordable housing, and homeowners avoid foreclosures or evictions, and by helping eligible renters, including public housing and Section 8 participants, locate and qualify for assisted rental units.

Clients are potential home buyers, current home buyers, and homeowners who are eligible for applying for conventionally-financed, State, local, FmHA, VA, or HUD-related financing or assistance, as well as potential and current renters,. This includes persons who occupy such housing and seek the assistance of a HUD-approved housing counseling agency to meet a housing need or resolve a housing problem.

The program enables Housing Counseling clients to make informed and reasonable decisions to achieve their housing goals by meeting their housing needs, and/or resolving their housing problem by using all available resources.

HELP’s goals are:
 
a.) Increase participation of first-time home buyers in the home ownership market.
 
b.) Reduce the number of single-family defaults, foreclosures, and their related costs.
c.) Reduce rent delinquencies and evictions in the single-family and multi-family housing markets.

Homeowner Foreclosure Prevention
Emergency Monthly Mortgage Assistance Program

 
Jefferson County will provide limited financial emergency mortgage assistance to applicants who face foreclosure and meet the program requirements acceptable to the County and Jefferson County, CAC.
Selected applicants can receive assistance in the payment of mortgage payments, utility payments, and delinquent taxes. The maximum assistance will be for a period of three months.
 
The financial assistance will be in the form of a grant on behalf of the applicant.
 
The payment will be made directly to the creditor (Mortgagor, Utility Company, Jefferson County Treasurer).
 
Client selection will be based on a first-come first-served basis as obtained by the County, plus the Jefferson County CAC, Inc. who is operating the program.

Applicants must meet eligibility standards based on gross annual household income.

The property must be situated in Jefferson County not including the Cities of Steubenville and Toronto.

Eligible Homeowners must be suffering financial hardship due to circumstances beyond their control. Example: Layoffs, plant closings, medical problems, and divorce.

All participants must agree to attend Foreclosure and Credit Counseling.

Emergency Mortgage Assistance can only be provided one time to each qualified household.

Before emergency assistance is provided, applicant must demonstrate that they will be financially able to resume and continue making regular and timely mortgage payments.
